RPM related interference - What to check?
Grounding always seems to be an issue, go with what previous people have said.
Remembering my electronics classes.... Put a low pass (band pass) filter in series with the antenna and that will cut out any low range "noise" created from the alternator. I also had a friend that had a similar problem with his aftermarket radio, I think this is what he did to fix it. But it is money, boo.
Also thinking out loud...if you have any of your CB power wires physically cloase parallel with your main positive wire, the magentic fields from your main positive wire will induce current to flow within your CB power wires. So another thing to try would be to reroute your CB wires so they don't close/parallel with your main positive wire.
Good luck!

No. There is a teflon washer and the teflon ring on the firering is installed towards the mount. The angle just makes it look like it is touching.

Tried the radio out again today. I hadn't touched it since the installation because I've been too busy. Driving through the same area I noticed significantly less interference. I get a slight spike when I rev the engine but not nearly as strong as that night. I did however notice much more random interference in some areas so I am thinking it was a combination of the two. We also had much nicer weather out today. Right now I can drive normally and the engine interference won't even break the squelch. I am still going to try to locate the source of the slight engine interference, but for now it is off the short list. Thanks to everyone on here for the information and the advice. I never would have tried to install this myself without the knowledge gained here and I know it wouldn't have gone half as well as it did.
It probably didn't help that the jeep was in the shade and all of those parts kind of blend together in the pic because of the paint. I know it was a bad shot and I only took it because a friend asked what I had to bolt onto the back. I was planning to take a better close up of everything when I get a chance to take the tire off again.
Just a question is the mount that mounts to the tailgate upside down? If you turned it over the antenna and the quick release would be clear of the mounting bolts, It will raise the antenna 3 inches or so but worth a try
Ok here is the update from tonight:
1. Moved the ground from under the dash to the negative on the battery - Still Noise
2. Purchased an inline noise filter. Put it on the Positive wire near the CB - Still Noise
3. Tried different ground points on the frame for the antenna - Still noise
4. Tried to ground antenna to battery. - Still noise
5. Tried about every ground I could find - Still noise.
In summary, EPIC FAIL

At this point I think the only thing left is to try the RG8 idea that I put in a earlier post. If that doesn't work then I'm either up a creek or need to start swapping out the CB and antenna to see if one of them is defective. Anyone have any other ideas?

I didn't want to go that route due to the overall height of the antenna. The 3' that I opted for comes to about 4" over the roof which for me is ideal for everyday use. I plan to get a 4' or 5' for when I could use the extra height but flipping the mount adds around 7" to the overall height.
