Which would have better reception?

I am also a ham and have a CB antenna. I have a 2m/440 on the right rear which causes no problems, but can't do more than a 3ft Firestick on the left rear where my HF antenna sits. Even my Hamstick has to be pulled down when I go into my garage. Do you think a setup like this would work directly on the bumper? The only difference is that mine is on the passenger side.
