Yes, it would work on the bumper so long as it is not the factory plastic bumper. I see from your profile that you have a metal bumper, so I think is would work. If I were mounting it on the bumper, I would add a copper strap from the base of the antenna to the closest body panel. That will present a much better ground plane to the antenna.
