Default Aiming trucklites after dealer messed w then

So I got my jeep inspected Thursday and the dealer failed it because of the trucklites, I told them they were 50 state dot approves and not hid and they agreed to pass them if I let them re aim them, I said yes, they now basically point directly at the ground instead of being flush with the grill, how the hell did they do that and how do I change it?

Look directly at your grill next to the lights and you will see a notched out section, 3/4 o'clock position on the the drivers side and 8/9 on passenger. You will see a torx screw for adjustment. Clockwise is up and counterclockwise is down.

Is there an easy way to adjust the lights from side to side instead of just up and down?

It's a thousand wonders that they didn't offer to aim them for you for a mere $50 or so.
Yeah...I know how they can be.

Ya they charged me 10, which I didn't care at all about because I didn't feel like dealing w a failed inspection, but having them aimed straight down was so annoying

In the US aiming headlights horizontally is restricted. You are only allowed to aim up and down for some reason. At least that's what I've read, but hopefully I'm wrong bc I would like to do the same to my truck lites
