I've been on the hunt for this for a long time and have yet to come across one. I'd love to design my own custom instrument cluster overlay. No, I don't have a clue where I'll get it made yet, but I'd like to get a vectored version of the stock one for the purposes of positioning. I've got all the fonts and icons already made, but would like a template to use for placement. I was hopeful I'd get lucky and score one out of a PDF of the owner's manual, but the newer ones are photos of the dash and the older JK manuals that have the nice line drawing of the dash aren't vector.

Anyone know where I can find one?

Here's a real rough draft of one I've put together so far, but it needs work. It's based on the Rubicon Hard Rock, but I want to tweak it even further.
