Default Dimming LED lighting

Is this possible? I've attempted this with some spare LEDs and when I limit the voltage they do not dim, they start flickering.

Any ideas??

I'm trying to do interior footwell lighting and rock lights and have them all operate off the doors AND independently.

Rock lights on at same time as footwells
Rock lights off and footwells dimmable or off all together

I do believe for this you will need a dedicated LED dimmer. Seems to me that to dim LED's you need to limit the amps not the voltage, and this is what the circuitry in a dimmer does.
