Default Fog lamp removal

After having one aftermarket cheapo bulb explode in the fog lamp housing, I was able to loosen the lamp and tip it to remove the broken glass. However, the reflector is now discolored from the lamp gas. There is no way to clean the reflector without removing the housing. I removed the 4 mounting screws that hold the lamp housing to the bumper but there is not enough clearance to actually remove the lamp assembly. I'm told it can be removed from the front after disassembling the entire bumper. I'd like to replace the fog lamp but don't know how to remove the bumper. Thanks

Everything just bolts on.
1) Remove plastic air dam below bumper.
2) Cut the tye wraps holding the fog light conductors. Hard to see but they are there.
3) Unbolt bumper ( and tow hooks if aplicable).
