Default Fog lamp wiring

I'm in the process of taking off my front bumper and replacing it with an AEV bumper/winch mount and I came across a wiring conduit that runs across the back of the bumper. The installation instructions suggest this is where I'd find the wiring for the fog lights, but I bought the base package which didn't come with fog lights. Would Chrysler have wired for them anyway, or are those wires for something else (crush-can sensors, etc.)? Thanks for the help!

the wire's are for the turn signals on the grill.
