Truck lite makes an pwm adapter that's a pig tail as well if the company you are ordering from has that adapter I would call then and order it with that connector instead of after and end up with extra parts and its cheaper than a harness

I think I'm going with the northridge package deal to get the trucklites and rigids for my fogs.
After pricing everything out on they're own their price is very good and comes with everything i need.

I just ordered the truck lite headlamp kit 27270CK. It has two lamps and pigtail adapters. Do I also need the anti flickur adapter. If so, do I use it and the pigtail or just the anti flickur adapter?

You don't need both. 96630 is the straight H4 to H13 pigtail, 98630 is the H4 to H13 with the capacitors built in.
