Headlight Question

I went ahead and placed an order for the rallylights kit with the Philips Extreme Power bulbs. I've seen a couple of reviews of the kit and the consensus seems to be that it's very good for the money. The kit was in the price range I was looking for and I wanted to be sure the kit was getting more power to the H4 lights.
I wanted to give a shout out to Wil at Susquehanna Motor Sports (www.rallylights.com). I ordered my kit with next day delivery. He took the time to call me and tell me that he was so close to me that the order would be next day whether I paid for it or not and it would be a waste of money to pay for next day. I didn't realize how close the place was. He also told me that he was back ordered on the housings until Monday and wanted to let me know and confirm that I was still interested even with the delay.

Unless I'm mistaken, both the IPF and Delta's are not legal (not DOT approved). I wouldn't get the Delta's anyway, and after looking at Hilldweller's tests/results, I wouldn't get the IPF - even though it's much better than stock.
If you look at Hilldweller's headlight tests (can't remember the thread but its on here, headlight shoutout?) the IPF has a ton of light scatter upwards. The only housings I'd look at would be Cibies or if for some reason I couldn't get those, then Hella's (although I can't remember if those are Ecodes or Dot either).
