Help! Trying to install Mopar Fog Lights
Since my jeep did not have factory fog lights installed, my wife bought me a set of mopar fog lights for christmas (http://www.quadratec.com/products/97047_1001.htm)
The kit was complete with a replacement console switch. So, I had some time today and decided to install it. I figured that since I am an avionics electrician for the US Navy, that I would have no problem in doing this myself. The first step was to install the switch (not a big deal). Then the instructions had me open up the TIPM (Totally Integrated Power Module) containing all of the wiring harnesses. It had me disconnect one of the plugs and the instructions said to install the two pins from the supplied wiring harness into pins 11 and 16 of the D connector. The wires that I was given are white/orange and white/yellow. The first problem was that there were already wires in those two spots(exactly the same color as the ones that my kit contained). So, I tried to remove the wires that were already installed with no luck. I tried using pin pullers and still couldnt get them out. So, I cut into the original wires and spliced the new kit wires in. I connected the lights, installed my ground, installed the TIPM back up, connected my battery and the lights still did not work. The rest of my lights still work though but not the fogs. I have a couple questions...One, why were there already wires installed in the D plug in the spots where my kits wires were supposed to go? Are the jeeps pre-wired for fog lights??? Is there a fog light fuse that I need to install? If so, where is it? I looked in the TIPM and didnt see a fuse labeled fog. Is there another fuse box that I am missing? Shouldnt splicing the wires have fixed it? I am lost and my jeep is now torn apart. If anyone can give me some advice, please let me know.

I went to the mopar site and it said something that was confusing. Maybe someone can clear this up. This is the description for the fog light kit:
Fog Lamp Kit for Use on Mopar Off-Road and Tubular Front Bumpers that have the integrated Fog Lamp mounts. Complete with vehicle wiring and switch. Requires dealer scan tool to activate
Requires dealer scan tool to activate???????? What is that???? Is it possible that I have everything hooked up right but cant finish it until a dealer does something to the computer or something like that????? I just re-read the last page of the instructions and it says:
VIN must be updated with sales code of the added accessory in order to enable system functionality. Using the DealerCONNECT website and a StarMobile diagnostic tool, complete the vehicle configuration.
Does that mean that I cant install this myself???? Did I just waste 5 hours of my time just to find out that the dealer is the only one that can install it? Do you think a custom shop might be able to install it???
