Default Horn Help

Hey everyone, I was doing the marker light mod and as soon as I cut the black wire to the side marker I ended up needing to leave.... When I tried reconnecting the battery the horn went crazy along with the windshield wipers... I put the black wire back together and everything seemed to go back to normal except now my horn stopped working when i tried honking it....

Today I disconnected my battery to check things out with the horn and couldn't find anything, so when i tried reconnecting it the horn and windshield wipers started going crazy again... I pulled the plugs to the right and left horn and that fixed it, but now I need to know how to fix it... Does it have anything to do with my cutting the black wire to the marker light? Or could it be the clock spring like it has been for a lot of other people on here?

Also, I have my state inspection in the next few days and need a horn to pass... Is there a cheap horn I can get at an autozone that'll get me through the inspection until I can figure out whats wrong with the stock horn? Or are there any other cheap fixes I can do that'll get me through the inspection?
