That's what I'm thinking. This happened on my wife's 3-series BMW and that was the issue. Every light came on, wipers started going, horn honked, and lights flashed. We got it towed and the tow truck driver asked me how to turn the wipers and lights off, I said try to figure it out (yeah the car was off then).
