Will flickering hid damage anything?

Part of the flickering issue on a bixenon bulb is that the bulb is not firmly held in the socket. Because the bulb needs to move back and forth for high and low beams, it has movement. This movement creates a flickering effect. If you are wondering if this is what you actually have, there is a very easy way to find out. Park the vehicle with the engine off in front of a wall, then turn on the headlamps. If the lights are solid on high and low, you do not have electrical flickering. Next start the engine, if the bulbs start flickering, this is vibration and not electrical. Just roll with it.

The problem is not your lights, its the Jeep. Jeep uses a modulated power source for the lights. In the bixenon kit the light stays on all the time but for the brights, a solinoid is used to reposition the bulb in the lens. To make a long story short, people add a capacitor and diode to the power wire from the high beam headlight harness to bridge the power pulses. You will need to get the diagram from someone as I have not fixed mine yet. Second, the DLR's usually lower the voltage to the lights to act as a dim low beam. The ballasts on the HID's need the full 12-14 volt power source. I moved my DLR's to the fog lights with my AEV pro-cal (used to reset my speedo w/ 35's) so I did not have this issue. Hope this helps you understand what is happening. I have HID's in both heads and fogs and absolutely love being able to see.

I have this done but the drivers light still flickers. I'm thinking now a loose connection, or bad ground.
