Wiring problem!
This doesn't give you an immediate answer, but you might consider investing a few dollars in a VOM. You don't need the fancy shmancy one on the bottom, but the one on top will do the trick for just a few bucks. Once you have it hooked to power, you can isolate exactly where you're problem is. No more guessing.

Edit: so my statement meant the fuses differed from the diagram. However I could be wrong. So now I'm extra confused

You can jumper 87 (lights) to 30 (Battery) to make sure they work. after that check for power at 86 (switched power to relay) and ground at 85 (relay ground). If you have a test light put clip on 85 and probe on 86 and turn on switch if it lights up circuit is ok. If jumping them worked and you have switched power and ground (85) then you have a bad relay. If switched circuit does not work then check for power at switch from battery.
