I take:
Jeep
Water (sometimes beer if we are camping)
first aid
snacks
waterproof matches
cell phone (cingular aka at&t)
M4 (plus two 30rnd mags) --> depends where we are going and if we are camping/hunting
Sig 226 (plus four 15rnd mags) --> always with me just in case
tow strap
hi-lift
and a few friends ( who bring all the useless crap)

I am guessing a lot of people do. I got one of those cheap plastic bins from Home Depot and I keep that stuff in there - most of the stuff you list and other items like a folding saw, shovel, rope, cheap 12v air, etc. I started out with a bag and them ended up needing a bin. I do like the idea of keeping an M4 in the back...
I always carry a roadside kit, emergency blanket (that spaceman material that reflects most of your bodyheat), first aid kit, minor tools, fire extinguisher, LED flashlight. If I'm wheeling, add food and drink to that, along with other "comfort" stuff.

You need to be careful taking firearms when you go wheeling or camping in state or national parks. All national parks and most state parks don't allow firearms (Texas may be the exception!). You could be in for a long day if a park ranger catches you with a firearm in your Jeep. If you're travelling through and have a firearm, here's what you can do:
