There's a bunch of things you can do!
shocks
exhaust
used programmer
rock rails
lights
seat covers
air compressor system
quick disconnects
screen top (sales for winter?)
sound system mods
you can do a ton of DIY mods like ambient lighting, LEDs,
You can find a nice MyGig on eBay if you wanna spend a little more
grab handles
cold air intake
cheap snorkel
bedline a ton of stuff
or there's always regular maintenance, that's never really cheap...
differential covers
skid plates
tons of stuff you can do, i can always give you my paypal account and i'll send you something pretty sweet for your Jeep lol i call it the "Mystery Box"

Yamaha90 just gave me a bunch of great ideas, but I've got a winch sitting in my garage and I'm ordering that Hybrid Stubby Bumper from Rough Country this weekend. It fits well within your budget. You can even get the D-shackles at the same time.
