Yep. Some people have no idea. I'll admit, I get mad at some people when I see them park in a handicapped spot and get out of the car and walk straight into a building. Maybe I shouldn't. Maybe they have a heart condition and cannot walk long distances. But, if I didn't see you get out of your car, truck, or Jeep how could I leave a sign like that? What an ass to do something like that. I know a guy that (like someone mentioned above) drives a lifted truck that is parralized from the waist down. On top of that he is a Cat operator. He has a hoist that dropps a wheel chair down from the bed of the truck, the hoist helps lower him down and then he has a hoist on his High Lift Cat. Awesome guy too.
What a db to leave that note. My Dad just spent the last 3 months living with us in FL to get out of the PA winter for a while. He had a stroke a year ago and doesn't have use of his right arm and his right leg isn't very good. He can walk short distances with his brace on his leg and the use of a cane. Whenever we went somewhere together, I hung his HC tag and parked right up front for him. I would have been pissed to find that on my Jeep.
Nobody thinks a wheelchair user would drive a jeep. I am paralized from chest down and I am on my second jeep, started with a TJ and now a JKUR. The only lift I use is my arms, my wheels pop off my chair and I throw it in the backseat. I am 22 now but have been in a chair since I was 17, me and my buddies get weird looks all the time when I first park in a handicap stall, but no one says anything once they see me in my chair. But I would be ticked if I came out to a note like that on my jeep, some people are just stupid.

My dad had a prosthetic leg and this older woman told him he shouldn't wear shorts bc it was not attractive and disturbing to other people. He told her she shouldn't leave her house. She didn't know what to say about that.

WHAT?!? You mean a person with disabilities is driving a vehicle that is not a van with a lift?! But this destroys all of my preconceived notions about persons with disabilities!!
