There are 2 much cheaper ways to get rid of hood flutter, first is nearly free, put a catch block under the hood hook so it has no play in it, just makes opening the hood a bit tighter. Second is upgrade your rubber baby bouncing hood latches to something made of aluminum/steel, costs less than 100 bucks.
