I need to make a crossbar to runs parallel to the windshield. Preferably touching the windshield.

I am mounting a surfboard rack and need the pads to sit on top of something that is flush with the top of the windshield. The rack is meant for roofs or something to sit on. A rectangular bar would be ideal, similar to the cross bar where the sound bar sits (the rack pads sit PERFECT on that)

I'd really appreciate any ideas you creative fabricators have!
