Is everyone's 35/12.5/15 measuring out to be little bigger than 33s?

Sorry that's the only pics with the falkens I have. I only ran them for about 1000 miles. Less than a month. Discount tire was good about trading to make me happy. The guy at discount tire said they bad for running small. Said his 37's only measured 35.
