Our local army recruitment office has a Hummer H3 with decals and 20" wheels for parades. Maybe this was purchased for such.., just like D.A.R.E. police cars.., done up to the extreme, but sometimes by the wrong people in a corner office. (round hole square peg). Happy Father's day.
