Rick said that there had been several complaints regarding the problem i had, and that they had found that some of the newer frames were pear shaped, and the added width at the bottom of the rail was causing major problems. So PSC sent me a new bumper and swing arm, and are paying for the powder coating, and to ship the previous setup back. Pretty stand up thing to do if you ask me.
