2012 Towing Package Options

I did some searches and was unable to find definitive answers so here goes...
I found a 2012 Unlimited Rubicon with the options I want except it does not have either of the towing packages. It does have 4.10 gears.
Does the Towing Package or Max Tow Package on the Unlimited include anything other than the hitch that is bolted to the frame and the wiring harness? i.e. Can I just buy this truck and slap on the hitch like others have done in the past?

Bottom line tow package was better than the max tow package because it had sway control. The odd thing is that Pat confirmed that BOTH tow packages have sway control...so no one really knows what is going on.

And yes...all you get is a hitch and a wire harness. Keep in mind the hitch bolts to a crossmember.
According to Chrysler's media release, all Wranglers have Standard electronic stability control, Trailer-sway Control, electronic roll mitigation, brake traction control system and Hill-start Assist. Tow package or not.
The weird part is, even though there are all these confirmations/what it should be, I'm pretty sure build sheets of people with no tow package, or max tow do not list sway damping. But a JK with trailer tow's build sheet does show sway damping. I have Max tow and can confirm my build sheet and window sticker do not mention sway damping.
Trailer Sway Control (TSC)
TSC uses sensors in the vehicle to recognize an excessively
swaying trailer and will take the appropriate
actions to attempt to stop the sway. The system may
reduce engine power and apply the brake of the appropriate
wheel(s) to counteract the sway of the trailer. TSC
will become active automatically once an excessively
swaying trailer is recognized. No driver action is required.
Note that TSC cannot stop all trailers from
swaying. Always use caution when towing a trailer and
follow the tongue weight recommendations. Refer to
“Trailer Towing” in “Starting and Operating” for further
information. When TSC is functioning, the “ESC
Activation/Malfunction Indicator Light” will flash, the
engine power may be reduced and you may feel the
brakes being applied to individual wheels to attempt to
stop the trailer from swaying. TSC is disabled when the
ESP system is in the “Partial Off” or “Full Off” modes.
