I've had this problem for a while, but all of a sudden it stopped last year. Strangely enough, when I got chickens. They are crazy and will chase anything that comes in the yard that they don't like. I've not seen a single cat and they are also great for bugs, I've had no crickets or spiders since I got them.
People don't really think of it as working on cats, but the 'Dazzer' zappers are very effective on cats. If you can catch them around the house and blast 'em with the Dazzer you'll find they condition quite quickly and will stay away. (Dazzer = dog zappers that emit high frequency sounds used to train (or deter) dogs)
I used this with some outside cats that kept harassing my indoor cat at the back door. It's been very effective and is a humane way to encourage them to find somewhere else to hang out.

We went out one night on LBI New Jersey to the Ketch. It is an awesome summer hotspot on the island. We took my Jeep with the top down and parked it that way. Lets just say when we left at 2:30 am we all rode home with soaken wet backs and butts

I haven't had a problem with the spraying, but I have caught my neighbors cat scratching my interior. I love all animals but almost skinned that cat that day.
The other issue is the cat sleeps in our Jeeps at night. I have driven away numerous times where I make it a few hundred feet and see the thing jumping out.
The sad part is, the neighbor thinks he is as friend of mine and finds it funny. I should drive my Jeep across the hood of his little Volvo, and just laugh about it. I can just say my Jeep must of slept on his car because it was warm. F'n cat!!
