can i cut out the cross member under my driver seat?

I would think it's there to keep the seat rigid and keep it from rocking side-to-side on rough terrain.
That's typical cheapo Chrysler engineering; If you do it you'd better weld on additional support. Maybe you could weld the lockbox onto the seat frame in a way that would let the box serve the same purpose?

The 4dr front seat doesn't need it. The 2dr front seat slides differently, so the tracks are different, hence the need for the cross member.
