Living in a house with a garage is just about the best thing, ever. Is that something you're able to work towards, either renting or buying?
In the meantime, I've heard of "self-service garages" where you can rent service bays by the hour and work on your own vehicles. I don't know if it's cost-effective for oil changes and tire rotations, but it could satisfy your need to be self-sufficient and do your own work (and not on the side of the road outside your apartment).
I used to do oil changes and tire rotations in the parking garage where I lived in an apartment complex in my early 20's. That was expressly forbidden in the lease agreement, but I did it anyway. Shortly thereafter we found a home to buy with an attached 2-car garage.

I installed my new front bumper and bull bar (one install for the bumper, then had to completely remove it again to put the bull bar on when it arrived) in my apartment complex parking lot. I think I got away with it.
The self service auto shops are common on military bases (motorpool usually has one), never seen one in the private sector.
Another option might be an automotive class at a local community college.
Not so much for credit but access to their tools and car lift.
