I have heard of these, but have not looked into it.

I installed my new front bumper and bull bar (one install for the bumper, then had to completely remove it again to put the bull bar on when it arrived) in my apartment complex parking lot. I think I got away with it.

Local places charges $10 for a 5-tire rotation.

Only service I don't do myself. Hate rotating 35s solo.

The self service auto shops are common on military bases (motorpool usually has one), never seen one in the private sector.

Another option might be an automotive class at a local community college.
Not so much for credit but access to their tools and car lift.
