Fog lights can be yellow or white, it's more about the pattern and mounting location. Fog Lights are mounted lower and have a wider beam to project light under the layer of fog where driving lights will be mounted higher and have a more direct beam. That being said, I believe the JK has driving lights b/c they are generally used to fill the area between the front of the vehicle and the headlight beams. Either or, we all know what the OP was referring to.

Like a few have said, they fill in the space just in front of the jeep nicely. I usually keep them on and factory low beams and use my lightforce 170s as "high beams". It really helps to light up the country side.

Unfortunately no. They are controlled in the computer and there is no simple wire splice, computer calibration or jumper that can be done to override it. ~sorry.

ditto..... to be honest I never use my brights because it is darker than having the low beams and the fogs on

I can see the benefit of extra light on the road at night, but honestly, I see fine with just the headlights (low beams). I never gave much thought to running the fog lights to make MYSELF more visible to others, but I'm now thinking of doing that since there are so many idiots on the streets these days.
I'm also curious if there's any strange laws in California regarding this. Meaning, can I be pulled over for running "excessive lights" in conditions that don't warrant their use? I wouldn't be surprised.... Cali is a weird place.
