Nope. Yellow is still recommended for fog. it has to do with the reflectivity of white light on the water droplets. The same reason you don't use your high beams in fog. All the light gets reflected back at you thus decreasing your vision. Yellow light still works best in fog and snow. So, yellow for fog lights, white for driving lights.

Like a few have said, they fill in the space just in front of the jeep nicely. I usually keep them on and factory low beams and use my lightforce 170s as "high beams". It really helps to light up the country side.
Unfortunately no. They are controlled in the computer and there is no simple wire splice, computer calibration or jumper that can be done to override it. ~sorry.
I can see the benefit of extra light on the road at night, but honestly, I see fine with just the headlights (low beams). I never gave much thought to running the fog lights to make MYSELF more visible to others, but I'm now thinking of doing that since there are so many idiots on the streets these days.
I'm also curious if there's any strange laws in California regarding this. Meaning, can I be pulled over for running "excessive lights" in conditions that don't warrant their use? I wouldn't be surprised.... Cali is a weird place.
