Fuel pump or electrical issue?

Recently had a lot of work done on my jk, long story, bad gas and lots of engine work. Anyway, today I noticed it winding and winding before it cranked, but the electrical warning light flashed just before it cranked. Any suggestions?

Sounds like you may be referring to the ETC light but I'm not sure.
