you'll get mixed opinions on this type of stuff, i.e. cold air intakes, power programmers, performance exhaust the list goes on. certainly theses things may help a little but your not going to see a huge difference.
bottom line is we all drive these 2 ton bricks. so your mileage is never going to be that great. best thing you can do is slow it down on the highway keep it at 65ish and you should be getting around 18-20mpg, your sol for city driving. it comes with the territory of owning a jeep

Doesnt matter if you re-gear or not, by adding lift and tires you're still gonna suck up more fuel. Best thing to do is leave it stock or buy a prius, which isnt half as fun to drive as a JK.
He asked what would HELP, and regearing appropriatley WILL help. Placing the load of the engine back into the working rpm range originaly designed will help. You are correct though, nothing will bring it back to stock.
If you bought a Jeep for the gas mileage you are looking for the wrong type of vehicle. Yea the mileage sucks but its a Jeep. If you want great mileage get rid of the Jeep and buy a Prius, otherwise just cough up the extra money to the pump.

It's all about the exceleration. Take it slow, don't exceed the speed limit, coast to stops and even turning the engine off if you are going to sit at a light for an extended time (more than 20 seconds) all help to save a significant amount of fuel.
Also use your cruise control not only to maintain speed, but depending on if you have manual or auto, it's great to control exceleration. I use mine when I get to about 50 when going on the freeway and use it to get up to speed by bumping it up 1 mile at a time. I know this sounds silly but you'd be suprised how much a difference it makes. I also find myself much calmer during my camutes as I don't try to be first anywhere and find myself braking less because I'm going a little slower.
Look up hypermiling if you want to go extreme, but the stuff I listed are simple adjustments to your daily driving.
Also going doors & windows off but leaving the top up seems to be the best combination for mpg. I've added about 300-400 lbs of stuff including a full roof rack and I get 19-21 mpg for my daily driving (compared to about 16 mpg if i drive normal). I don't worry about it when on trips, but for my daily driving I like to save fuel as mass transit is not an option.
Also, to those that say buy something more fuel efficient because you are trying to save fuel driving your Jeep, get over yourself. We bought the Jeep because we wanted a fun vehicle and it fits our lifestyle. There is nothing wrong with trying to save fuel no matter what you drive, as it saves us money, is better for the environment (as we should all be concerned about given the outdoor enthusiasts most of us are) and keeps money out of the foreign countries where most of our oil comes from.

Jeep and gas milage should'nt be used on the same page, the thing is already just a flat nosed brick pushing thru the air, and lifting it just makes it worse!
