You can also save money by looking at the estimate and doing some of the work yourself. You can easily remove all of the damaged parts. Most shops charge $30-$40 per hour for labor. Just by removing all of the damaged parts you can save a few hundred bucks easily. Next look at what they are replacing, and make some calls. You can probably track down used parts cheaper and bring them to the shop.
I would also file a police report and have the police go to the apartment to question the people there. It may have been someone they know. Good Luck!

Yes they are. I'd never be with them no matter how low of rates they have. They screwed allot of people with hurricane Katrina. Screwing with people when they've just lost their home is pretty freaking low. Allstate and State Farm were the worst offenders.
Since you know which apartment they live in, just stop by or leave a note that Allstate is not covering the loss which will now require you to file a police report. Remind them that the only way to prevent this is for them to call Allstate immediately to report the loss.
You also have the very low cost option of going to small claims court. Since you know where they live, it shouldn't be too difficult to get a name. Good luck.

I called 911 immediately, they have me on tape. They also said they wouldn't come out. I went to file a hit and run form out at the Waco PD office and they said since the damages totalled to over $1000, I would have to mail in the report to Austin. They do have record of me calling 911 and filing with my insurance the same day.

I actually considered doing this but,
I need a new hood, it is seriously jacked up
I need a new bumper
I need a new grill w/pony package chrome and fogs, both are busted
I need a few supports for the rad.
I need a new a/c condensor
and some other stuff. I can't do body or paint.
My upstairs neighbor is a Texas DPS, and he said that questioning them wouldn't get very far if they just say they don't know what happened. I went looking at cars in the parking lot religiously for 2-3 weeks. I guess the guy never came back.

Has your company actually told you this or is it just a good guess? In most states an insurer cannot raise or surcharge your rate unless you are at fault or have otherwise increased their risk.
Do you have a lien on your car? If so, call your bank, or lender, and ask them to help you out. Technically, it's their vehicle, they hold the title. They may have a way to help you out.
