Need help
I'm about to move to Philadelphia for about 3 months. I have a lifted Jeep with tube flairs. I've heard that they are strict about tires not sticking out past the flair. Any help would be appreciated.
As soon as you get your PA plate you are likely to get pulled over within a week with that setup. It looks nice but the cops won't like it. The rear won't pass either. Actually you won't get your plates because you have to get it inspected in PA before they will let you get PA registration. I don't know of any inspection shop that would pass that.
The problem I am thinking though is do they make flares wide enough to cover those completely?

That's kinda what I was thinking. If its only for three months and you are moving back I wouldn't worry about it. If its not licensed in PA I don't think they can do anything to you. As long as it is legal in the state it is registered in.
All good looking rigs attract attention, sometimes not the kind you like. If you get stopped, tell them you are not a permanent resident, only visiting. Every 3 weeks you go back to Alabama for a week.... Less than a month means you don't have to re-register your vehicle.( Could I have started a new Urban Legend?)

That said, if you are going to be living downtown, consider getting a junk car for the street, and park the rig in a friends garage in the suburbs.
I don't think a nice looking 4wd Jeep will last too many nights, even with a security alarm.

I'd be more worried about car thieves. They are gonna love that ride!!! I can see it now down in the ghetto, car thief 1 trying to drive over some stolen Nissan that car thief 2 just pulled up in. Boys in blue come down the block, car thief 1 and your JK are now knocking down wrought iron fences, going thru parks, on and off curbs at all kinds of speeds.

I lived in PA for 8 months and all I needed was to change my D/L (I intended to LIVE in the State). I did get stopped and asked about my MD plates, told them I was USAF AD, wasnt a lie.

If they are scary. I can barely make it down trails with the stockers and not bashing them in or ripping them off!
