Stealership problem

I know all the shouldas, I need some advice from some one who knows this stuff....

I just bought my first jeep, a 2010 JK 4dr. Got the fever, already started it's transformation. When I went to the dealer Just to test drive one they tried to sell it to me, I explained I couldn't buy yet as I had to sell my f150 private due to the lien holder being a relative not a bank. They said no problem, we will cut them a check as we would a bank for the amount owed (13000). So I ended buying it and am in love with the thing, but they end up sending ME a check (instead of the relative) and it's for 12009$, and says in the notes "13000 for agreed upon trade minus 993 for additional tax". Amazingly they won't take my calls, constantly put me on hold ect, and when I call the finance managers cell (we talked ALOT working out the deal) it goes straight to voicemail. After researching I have found absolutely nothing about being charged a tax in a trade in (if so it would be worked into the deal), and it's not listed as sales tax, or any kind of tax, other than "additional tax". I have reviewed all paperwork and all fine print, nothing supporting that this is part of the agreement. When they pay off a bank they don't take out an additional tax, why would this be different. Also if they don't pay the agreed upon amount of 13000 in then isn't the contract void?

Just really irritated and pretty sure it's a scam, I know I cant cash the check because that means I accept it a payment. For anyone know anything about this from a legal stand point? That's my rent check for the month and going to cause some serious problems for me. ugh. I'm planning on going into the dealership tomorrow so anyone's advice is appreciated!
