You can by a vehicle out-of-state and bring it back to your state for TTL. Good luck with NW Jeep, they seem like good people.

Absolutely. I sold fords (20 YEARS AGO) and was hit with this situation. The finance guys told me they dont do it alot but it does happen.

Hit a dealer outa state - dont pay TAX,Title,Lic,Doc,Prep or any fees. But these were cash sales and had to be titled withing your home state(at which time you'll pay the taxes).

So not every jeep built would pass California emmision's? What would be different about it?

Built the same vehicle online here in Pa and the price came out to $32,840, so it looks like your price is in the ballpark, however if you haggle with them you may get it cheaper. The internet is great. Always use it to your advantage. Supply and demand is sometimes a dealers. I know when we went out looking, there were a limited amount of JK's on the lot. That automatically put the advantage in the dealers favor.
