Uhaul rant
I heard of that and inquired at my local uhaul place. They never mentioned I could not when I asked. I believe you can go through online to reserve one I can't remember if that was a question though.
Be more specific. Are you looking to tow a rented trailer with your Jeep? Or, are you trying to flatbed-tow the Jeep on a trailer rented from U-Haul?
I don't believe the Jeep having a soft-top has a bearing either way; at least not from a legal perspective (it's legal to tow a convertible vehicle on a trailer). If that's the case, find another location or go with a different vendor (Penske or a local outift if there is one?)
Depending on the situation, what they may be trying to tell you is that your Jeep's wheelbase is too short or the towing capacity is not high enough for them to knowingly rent you a trailer to tow behind your Jeep. It's company policy.

No its true... When I PCS'd to Ft Campbell, I tried getting a Uhaul trailer for things that I didn't want the moving company messing with. I went in with my Jeep, and they told me no soft tops. A soft top wont protect you from the trailer in the event of an accident. I told them neither will a hard top that you can dig thru with your pinky nail, and laughed my way out of the store. Had a friend come in his truck, load the trailer, and tow it around the corner where my jeep was setting. Problem solved. I made a after hours drop off, so no questions were asked.

I found out the hard way myself, I was moving cross country from Boston to AZ, found out 2 days before moving they wouldnt rent me a trailer even though i reserved it and everything.
Had to pack everything important i owned into the back of the jeep. no couch,bed,furniture at all. Just my work PCs and wifes shoes lol
Wish the fine print regarding that was easier to find or i would of have prepared better
