Depends on a number of factors like; body style (unlimited, 2dr), tranny? 2wd or 4wd, wheels/tires, armor, etc.
There are literally hundreds of threads on this very question, but to summarize them all here's what I've seen.
2dr 6sp no mods 20-22mpg+
2dr at no mods 18-20mpg
4dr 6sp no mods 18-20mpg+
4dr auto no mods 16-18mpg
Add a milestone mod like tires, lift and armor and your mpg's drop about .5 to 1mpg per milestone. I'm an unlimited auto with lift, 35's, armor and I average 14.5mpg's at 75/25 hwy/city driving.

I keep track of miles on each receipt. Bought the JK Unlimited in May of '09. My best tank was 19.98. Worst was 15.45. Average over 40,198 miles is 17.55. Yup... 40,198 in 13 and a half months. I need a dang commuter 2-door

21mpg 6-spd, unlimited, 2.5 lift. no other mods... 65mph. Pretty consistent on my 150 mile weekly commute.
18mpg doing 75mph
Speed does matter.

2010 4-door sport. 6-speed with 3:73 and hardtop. 17 inch rims with stock goodyear street tires.
Only mod is MOPAR cold air intake.
I get between 18.5-19.6 MPG's
Somtimes it will be at 17.5 and even as high as 20.6 MPG'S
Take off the freedom pannels and roll down the windows....HELLO 15.0 MPG's
Roll the windows back up but leave the pannels off...Welcome back 17.5 MPG's
