"Also, I bought my JK about 700 miles away, I drove it home, fully stock, and laughed the whole way about how weak it is. I got less than 20 mgp driving 65 mph with few hills. "
all stock just like from the factory. I dont even want to tell you what I'm getting since the lift and tires.
How many miles on the engine? Until you break the 7-8K mark, you're not fully broken in (based on my experience). Also, you're up in the mountains, right? What octane are you running?

I have heard people with both 35" tires, and 37" tires getting between 15 and 17 mpg with the 5.13 gearing. Also the wider the tire you go with the more reind resistance it creates. I have also heard that removing the lower valance from the bumper reduces mpg, and if you remove the rake that comes in the jeep, you are also making it less aerodynamic.
I do think however a more powerful engine may get better mpg just because you wouldn't need to downshift on hills as much, and you could keep an engine in the sweet spot where it obtains the best mpg, and a re-gear also helps with that. On my Liberty I only get like 15 in town, and 17 on highway and it's stock, so as long as I get 15 once I get my Jeep, and lift it I will be happy.

Regearing wont buy you that much gas mileage but it will keep you from getting passed by the Yugo. That is what you asked for, right. One or the other. With the Jeeps boxy aerodynamics you ain't going to get the other.

I guess I was hoping to get on this forum after I bought my jeep and see all kinds of tear laiden testimonies about how much power a chip and exhaust and CAI added to the power of these motors. My general impression is that people are seeing very minimal improvements even after spending a pretty penny trying to find additional horse power.
