I'm upgrading my 35's time to move to 37's

Have the RK 1.5"(actual2.5) I'm looking at cooper STT in either 37x12.5 or 37x13.5 Currently have KMC addicts with 4.5" back spacing.

Will a 13.5" wide tire work?

I believe in order for you to run a 37 inch tire people recommend 3.50 backspacing so wheel spacers or new rims would be something else you should be looking into.

13.5" wide will fit but you will have some rubbing at full turn of the wheel. 12.5" should not see this.

So either shim the steering stops? Or add wheel spacers?

A 12.5 will have the same issue..either choice will solve the rubbing issue. Adjusting the steering stops is much cheaper.
