I am getting ready to install a budget but would like to run my stock tires and rims for a while. Would I need spacers with this or no. If yes why just wondering why.

This is right out of the instructions of your BB kit ...

Note: With our longer shocks or shock extensions the factory left rear tire may rub on the sway bar at full droop. The tire will not rub at normal ride height. To take full advantage of the Budget Boost suspension travel, wheel spacers or after market wheels are required.

I guess I'm going to have to bite the big one and decide tires and rims or spacers. Now I have to ask the wife.

Wait until you get bigger tires. You're Jeep is going to look ridiculous with the BB and stock tires.
