Default 2018 JKU Sahara Strange Modifications, Opinion?

A month ago I purchased a 2018 Jeep Wrangler Sahara Unlimited. It has a hardtop with a very strange steel plate mounted to the top back, permanently. Then after had a 2.5 lift installed, wheels, tires, I climbed under it to inspect the install and noticed 2 very strange cuts in the plastic under the front bumper. It was deliberately cut, 2 notches, maybe half an inch wide by 4 or 5 inches long.

​​​​​ I've owned Jeeps, but this is my first Wrangler. Which obviously is an entirely different world.

My question, what in the world was this done for? Why does it have that steel plate fixed to the rear, top, of the hard top. Why would someone notch the plastic under the bumper in such a specific way?
I thought perhaps it was towed behind a RV. Maybe that plate was used for a break light bar they Mounted to that rear plate? Then seeing these cuts, I just don't know. Does anyone know why you'd do that?

Probably was flat towed behind an RV. Front cuts would be for brackets for a tow bar and plate in the rear was probably for magnetic lights for tail lights.

Thanks for the feedback. That's what I was thinking and hoping to hear. The interior was near unused, so I was hoping some of the milage was towed miles. They're still fairly low anyway but less engine hours is what I was hoping to hear.

I think T&E nailed it. btw, the mileage doesn't add up while towing flat 4 on the ground.....so those are real engine miles. Kinda odd they wouldn't just use the appropriate wiring harness for the taillights while towing, but maybe they had magnetic lights already and they thought that made more sense.
