what the best bumper that are compatible with stock fog lights for the front and stock hitch for the rear (need to be able to tow )????

The stock bumpers may be the best. It depends on what you want to do with your Jeep and how you want it to look.
I don't see why people cling to the stock fog lights. If you replace your headlight with real headlights, including the wiring, then you wont miss your stock fogs. If you still think you need fog lights, put them on tabs on your new bumper.

I like my stubby bumper from Bestop, comes with the winch plate and cutouts for the stock fog lights...$230 shipped

LoD in my opinion ,I love mine.about $600 or so,but you get what you pay for.
