Default bushwhacker pocket flares and aev snorkel

after getting new tires i noticed they stick out past the stock flares, being in pa, this is illegal also it sounds like a good idea to upgrade to the bushwhacker pocket flares, ive always liked them, but after looking at some pictures, i dont think they will work with my aev snorkel
has anyone else noticed this?
what other options are out there? remember they have to cover the tires
thanks in advance
