Default CAI help

I know very little about engines and even less about Cold Air Intakes. I was in the process of cleaning and recharging my air filter when I noticed two things. First, the CAI hose that's going into the intake tube isn't completely sealed, so should I and if so, what should I seal it with? And the second part, the other end of that hose was just hanging, and I know that's not right and I'm pretty sure I know where it goes, but just wanted to make sure if I put it back in the right spot. I definitely need a hose clamp for it though.

Oh, and before you start harping on me for whatever reason, it was already on the Jeep when i bought it.

Im pretty sure its just a vacuum hose. Yeah I just put hose clamps on mine and no problems since! Yeah thats where the other end goes!
