Does anyone know of a cargo rack that mounts above the spare tire, that does not require drilling or an after market bumper?

 

i'm not 100% sure but i'm pretty sure that the one made by bestop is bolt on...

Yep 100% bolt on. You take off your tire mount and the rails go between the carrier and your tailgate. You can then slide the rack on or off with ease. You will want to get the Daystar tire isolators though, because it will pull your tire away from the stock isolators and then your spare will vibrate and I'm not so sure that would be to good on your tailgate.
