Default D ring tab orientation

Why are d ring tabs usually mounted vertically instead of horizontally? Doesn't it make more sense with the angles pulling on them for them to be mounted horizontally or does it not make a significant difference?

If you mount them horizontally and then leave the d-rings on, then everytime you turn a corner on the street they'd swing around and clang against the bumper.

If you mount them vertically every time you hit a bump or accelerate/decelerate they clang.

The "Ugly Mutha" (company no longer exists) bumper on my TJ had d-ring retainers tabs. I haven't seen that on any other bumper. I really liked that bumper.
