Exclamation A different kind of cooling fan problem (need your help)

Hi guys, I am really hoping someone here can help me, your posts have helped me tremendously in the past and I have read just about every JK cooling fan problem thread in the history of threads, to no avail.

I have a late model JK with HEMI 6.4L engine. The engine part is kind of irrelevant as the HEMI cooling fan uses the same circuit as other JK for cooling fan (TIPM/Battery/ECU). My cooling fan has stopped turning on. I am getting 12 volts at the fan, so the relay is fine, power is fine (batteries posts are tight and JEEP has 3 12 volt batteries and 320amp alternator) so plenty of amperage. The big kicker - I can turn in the fan using the JSCAN app. It runs just fine using trailview in JSCAN app and clicking on fan.
My big question beside (wtf is going on) is, does the pcm use the same temp readings as the fan? Could the cooling temp sensor be the issue? I get consistent temp readings that seem correct using JSCAN and also on my digital aftermarket cluster (I am just not certain either of them are using the same temp sensor for readings). I have already replaced the fan and now at a loss. I am lucky that I run a two fan setup (one in front of radiator that runs on its own temp sensor circuit), so I can get by for now but really need to get this sorted.

Are you letting the ECT gets as hot at 226F to know if the fan is turning on ?

unfortunately, yes, i let it hit 240 before giving up. when it was working I think it was coming on at 210. Jeep always hovered around the 210 mark.
