Probably wouldn't get pulled over for no 3rd brake light alone. More likely be tacked on if you got pulled over for speeding or something.

No. I actually utilized the 2 holes that were left after taking the giant rubber bumpers for the spare out. Inserted lug hole back up lights. Works great,clean,flush mount and Legal.

I took my spare off as soon as I got my new wheels and tires. I really like the look of no spare. I would like to have some sort of baja style tire mount that would fit in the cargo area, think it would look good. One thing I have noticed with having the spare in the cargo area though, is in the heat the jeep smells like a tire shop. For the most part I have left my spare in the garage, got tired of the smell real quick.
