I was thinking of maybe spraying flares with some type of rubber undercoating. I have alot of deep plastic scratches on my flares and was thinking this might at least hold me off until I get steel tube fenders. What prep needs to be done to the plastic first.

The only real problem with doing that is that dust, dirt and mud will get caught up in it and it's really hard to clean.

Duplicolor (IIRC) has a plastic paint meant for flexible plastic automotive parts, like bumpers.

I think if you used a sparay can of that, you could match the surface texture around the scratches more easily, and merely do a bit of fill spray to descrobiculate the scratches/gouges.

Mainly I was wondering if there is any prep work to do on the flares. Light rubbing with steel wool or what?
