The Flashpaq has an option to turn it on at lower engine temps. Don't know what the range is or if it would help you.

Depending on the tune, the Flashpaq adjusts the electric motor speeds accordingly; or you can modify it yourself.

Mine is currently set to turn the fan on low when the temp hits 195, medium at 210 and high speed at 220.

Even stock, the fan should be coming on at highway speeds if your coolant temperature is high enough. Is your needle going any further than straight up and down?
