10-15 minutes with air gun with knuckle. I fought drivers side with ratchet for 25 min and busted some knuckles in process then said screw it and got out air tools. Passenger side to like 5 minutes. I try to know use air tool unless I have too.

You'll have to drill/cut a hole in the back part of the bumper since its a hollow shell. I'd put some (like blow drier, not too much) heat on the dented area and just pop it put from the back thru the hole you cut

That dent is right in front of the frame rail and where the bumper actually bolts up so yes you'll have to remove the bumper to fix it.
To be honest, it takes 5-10min max to remove the front bumper with hand tools. It's only 8 bolts, 4 on each side which you'll see when you look under it. You don't need a breaker bar or air tools to do it if you don't have them, unless you're a really tiny person and don't have any strength at all then yes you'll need air tools. If my fiancee who is 5ft tall and 110lbs soaking wet can work on the JK without air tools I'm sure most guys here can do it with hand tools

Thanks guys for your help. The weather finally was nice enough up here in the great white north for me to take on the job. I was able to remove the whole bumper, heat up the area with a blow dryer and push out the dent with my fingers. The whole job took me about a hour in my driveway and with only hand tools
