Default front bumpers

I was all set to pull the trigger on the Rugged ridge XHD modular bumper but as I've looked at other bumpers, they look like they mount higher, in front of the grille instead of just below it. Is this just an illusion, do all bumpers mount at the same height? I know that the end caps have a significant gap between them and the flares whereas some bumpers seem to meet seemlessly which makes the bumper look higher. Maybe I'm crazy but I would think one would want the bumper as high as possible for approach angles but is there anything illegal about it being too high?

I think there are some states that have a maximum height for the front bumpers. For some reason 32" sticks in my head for PA.

Try this for lift laws

http://zenseeker.net/4x4/LiftLaws.htm

For NH, looks like
Bumper Height 28"
Frame to Ground 32"

But follow the link and search around a bit

They all mount to the frame so the base of most bumpers should be the same height

I dont know, I've seen some bumpers that look like they give a lot more clearance and almost seem to mount in front of the grille.
