front bumpers

I was all set to pull the trigger on the Rugged ridge XHD modular bumper but as I've looked at other bumpers, they look like they mount higher, in front of the grille instead of just below it. Is this just an illusion, do all bumpers mount at the same height? I know that the end caps have a significant gap between them and the flares whereas some bumpers seem to meet seemlessly which makes the bumper look higher. Maybe I'm crazy but I would think one would want the bumper as high as possible for approach angles but is there anything illegal about it being too high?
